WASHINGTON, D.C., October 20, 2009 — Winston & Strawn LLP announced today that communications transactional and regulatory attorney Rick Rubin has joined the firm’s Washington, D.C. office as of counsel. Over a 30-year career that includes affiliation with several large law firms, Rubin has dealt with sophisticated regulatory, transactional and policy issues in the domestic and international communications industries and has represented numerous service providers, lenders, investors, users, equipment vendors, and government regulators.

Rubin’s regulatory work for clients has taken him before the Federal Communications Commission and other federal agencies, state regulatory commissions, and the courts. His experience extends to the marketplace evolution of broadband networks and includes the representation of several large foreign carriers in their efforts to operate within the United States and carry traffic between this country and foreign points. He also has significant experience with the international telecommunications authorization process, including the various foreign ownership and national security rules. Rubin’s significant transactional experience includes the negotiation of complex commercial agreements for the purchase of communications equipment and networks, and the provision of communications services on wholesale and retail bases.
The addition of Rubin further enhances the firm’s preeminent transnational reach in the Technology, Media, and Telecommunications sectors and follows the recent arrival of Glynna K. Christian and Eric W. Cowan, from Dewey & LeBoeuf, LLP, along with their leading international corporate and sourcing practices.

Rubin earned his juris doctor from the George Washington University National Law Center and his bachelor’s degree in economics with honors from George Washington University, where he was also a member of Phi Beta Kappa.
