Lang has joined its Albany office as Of Counsel in the Energy and Natural Resources Group. Prior to joining Greenberg Traurig, Kevin was a Managing Attorney at the New York State Department of Public Service. Kevin concentrates his practice in the energy and public utility fields, representing clients in regulatory, siting, other administrative, and judicial proceedings and providing advice on their energy-related issues. In his nine years with the Department, Kevin litigated major rate cases filed by two of New York’s largest electric and gas utilities and proceedings involving the siting of major electric generating facilities across the State. He was lead attorney on regulatory matters involving New York’s largest electric and gas utility, including prosecuting a prudence proceeding against that utility involving the Indian Point 2 Nuclear Generating Station. He was also lead attorney on proceedings involving the divestiture of the utilities’ generating facilities and was instrumental in the sales of the utilities’ nuclear generating facilities.
Kevin also represented the Public Service Commission in federal and state judicial proceedings, primarily defending the Commission’s decisions from legal challenges. As Managing Attorney, he was responsible for regulatory proceedings involving New York’s natural gas and water utilities, supervised the attorneys assigned to those proceedings, and developed legal and regulatory policies for issues confronting those utilities. Prior to joining the State, Kevin’s practice focused on tax certiorari and commercial litigation. He represented electric and gas utilities, pipelines, and telecommunications companies operating in New York State in tax certiorari proceedings and on related matters.
