Mouleff, who is also charged with conspiring to defraud clearing banks of large sums of money, is due to appear before Bow Street magistrates in London on Wednesday.
He was arrested last week with five other men from Eastbourne — all in their mid-twenties and of North African origin — on suspicion of financing terrorism. They are still being questioned.
Earlier on Tuesday anti-terror police said they arrested 14 people after raids across central and southern England.
Four were held in London, six in the university city of Cambridge and four near Birmingham in the West Midlands.
