Former Deputy Solicitor General running the Crown prosecution network among other matters, Horsley took a break from that demanding role to oversee the country’s spies.
As ‘holder of the keys’ for the country’s top secrets, Horsley is now Inspector General of Intelligence and Security. The issue has become more significant since the Mosque attacks with law reforms coming and a growing need to ensure security on the one hand and preserve personal privacy on the other.
Horsley, like the spies he deals with, operates from an office in Defence House out of what has been described as a “sensitive compartmented information facility”, which is windowless and insulated from the outside world, including cellphone intrusion.
