LAWFUEL – Legal Newswire Service – St Petersburg – DLA Piper is pleased to announce the appointment of Alexey Chichkanov as a partner to head the St Petersburg office’s Finance & Projects practice. Prior to joining DLA Piper, Alexey was First Deputy Chairman of St Petersburg’s City Property Management Committee (“KUGI”).
Alexey has over 13 years experience in project finance and his practice also extends to public private partnerships (“PPPs”) and regulatory law. As KUGI’s First Deputy Chairman he coordinated the drafting of tender documents for a number of major regional infrastructure projects, such as the construction of the south-western water treatment facilities – Saint Petersburg’s first PPP project (2003); the Baltic Pearl mixed recreational residential office development (2005); the construction of Toyota’s car manufacturing plant (2006); the Western High-Speed Diameter toll highway (2006-2008); the Orlovsky Tunnel (2007-2008); the Nadzemny Express light rail (2008) and the Pulkovo airport (2008). In addition Alexey also actively participated in local investment legislation and authored the concession law. At DLA Piper he will advise clients on a wide range of issues concerning investment in real estate and city infrastructure.

The teams act for the full range of project participants, including lenders, sponsors, project and joint venture participants, insurance companies, contractors and government agencies.
This hire closely follows the appointment of Vyacheslav Khorovskiy who joined DLA Piper as a partner, to lead the banking practice in Russia in May 2008.
Alexey holds a law degree (1996), a postgraduate degree in criminal science and criminal procedures (1999) as well as a PHD in law from Saint Petersburg State University (2003).
Alexey joined DLA Piper on 1 July 2008.
