Timothy Gary, the former Senior Vice President and Chief Operating Officer of Gordian Health Solutions, Inc., a Nashville, Tenn.-based subsidiary of BlueCross Blue Shield of Tennessee, will serve as a Partner in Adams and Reese’s Nashville office, focusing on Health Care, Business Strategies and Government Relations.
Over the last 10 years, Gary held various positions with BlueCross Blue Shield of Tennessee, including Senior Counsel for Government Relations, Director of Legal and Regulatory Affairs, Vice President and General Counsel of the Volunteer State Health Plan, Inc., and Chief Compliance and Risk Officer for Governmental Programs. Gordian Health Solutions is a leading provider of population health management services for mid-to-large sized companies.
Gary is also a former Assistant Commissioner and General Counsel for the Tennessee Department of Personnel; the General Counsel for the Tennessee Department of Transportation; and Assistant Attorney General for the Tennessee Attorney General’s Office.
As COO of Gordian, he was responsible for the overall management of the company.
From 2003 to 2007, Gary served as Vice President & General Counsel for VSHP, Inc., and Chief Compliance and Risk Officer for Governmental Programs for BCBST, in which he was responsible for the supervision of the legal, regulatory and compliance activities for Volunteer State Health Plan, Inc. He lobbied the Tennessee Legislature on health insurance issues, managed the companies’ relationships with the Tennessee Department of Commerce and Insurance, and established independent compliance function for VSHP, Inc.
As Director of Legal and Regulatory Affairs for BCBST from 2001 to 2003, Gary served as the primary legal counsel for all state government relations and regulatory affairs for the company. He has drafted and negotiated numerous pieces of major legislation over the years dealing with such issues as health plan liability, mandated benefits, financial reserves and other major regulatory issues.
During his stint as Assistant Commissioner and General Counsel of the Tennessee Department of Personnel, Gary served as counsel to the State Civil Service Commission.
Gary served as General Counsel for the Tennessee Department of Transportation from 1994 to 1999. Gary served on the legislative team for the TDOT and Governor’s Office.
As Assistant Attorney General in the Tennessee Attorney General’s Office from 1993 to 1994, Gary litigated cases dealing with constitutional tort defense, employment law, construction and contract disputes in state and federal courts.
In the community, Gary serves on the Alumni Board of Directors for the Owen Graduate School of Management at Vanderbilt University, where he is also a frequent guest lecturer.
Gary received his Doctor of Jurisprudence in 1992 from Cumberland School of Law at Samford University in Birmingham, Alabama. He also has a Master’s of Business Administration from Owen Graduate School of Management at Vanderbilt University (2006), and a Bachelor of Science in Political Science/Economics (1988) from Belmont University in Nashville, Tennessee.
