Mr. Carter, formerly Chief Compliance Officer for E*TRADE Securities, Inc. and Assistant General Counsel for E*TRADE Group, Inc., is currently a member of the California Senate Advisory Committee on Cost Control in State Government and is a frequent speaker in the United States and Europe on issues involving securities laws and the Internet.
