Violent Gang Members Charged With Murder, Drug Dealing, Firearms Offenses

MICHAEL J. GARCIA, the United States Attorney for the
Southern District of New York, today announced the filing of a
thirty-five count superseding Indictment charging twenty-two
members of the Dekalb Avenue Crew — a violent street gang that
operated in the vicinity of 213th Street and DeKalb Avenue in the
Bronx — with murder, racketeering, gun-point robbery and
attempted robbery, firearms offenses, and narcotics conspiracy.
Twenty-one of the twenty-two defendants have been arrested and
are in federal custody. CARMEN MOORE remains at large.
According to the superseding Indictment filed yesterday in
Manhattan federal court:

From 1997 to approximately April 2007, members and
associates of the Dekalb Avenue Crew included: BOBBY SAUNDERS,
a/k/a “Bobby Moore,” BOBBY MOORE, JR., a/k/a “Pops,” a/k/a
“Poppy,” TYRONE MOORE, a/k/a “Puss,” HISAN LEE, a/k/a “Devontea
Clark,” a/k/a “Ice,” HIBAH LEE, ANDRE DAVIDSON, a/k/a “O Dog,”
SELBOURNE WAITE, a/k/a “Silky,” a/k/a “Bling,” DELROY LEE, a/k/a
“Specs,” a/k/a “DJ,” and ROBERT MORRISON, a/k/a “Chips,” CARMEN
MOORE, a/k/a “Munchie,” LEVAR GAYLE, a/k/a “Train,” DAKWAN
EDWARDS, a/k/a “Doc,” MARQUISH JONES, a/k/a “Lunchbox,” MARK
HART, a/k/a “Movements,” RAHEEM TUCKER, a/k/a “Ras,” DEMETRI
YOUNG, a/k/a “Walter Malone,” CHRISTOPHER DIAZ, a/k/a “X Box,”
ANTHONY DIAZ, a/k/a “Little X,” PAUL LOVE, AARON BIRCH, a/k/a
“A,” a/k/a “Ace,” KEVIN BECKFORD, a/k/a “Carl Beckford,” JERMELL
FALZONE, a/k/a “Mel.”
Nine defendants — BOBBY SAUNDERS, a/k/a “Bobby Moore,”
BOBBY MOORE, JR., a/k/a “Pops,” a/k/a “Poppy,” TYRONE MOORE,
a/k/a “Puss,” HISAN LEE, a/k/a “Devontea Clark,” a/k/a “Ice,”
HIBAH LEE, ANDRE DAVIDSON, a/k/a “O Dog,” SELBOURNE WAITE, a/k/a
“Silky,” a/k/a “Bling,” DELROY LEE, a/k/a “Specs,” a/k/a “DJ,”

and ROBERT MORRISON, a/k/a “Chips,” — are charged with
racketeering and conspiracy to commit racketeering for their
participation in the operation and management of the Dekalb
Avenue Crew. All twenty-two defendants are charged with
conspiring to sell large quantities of crack cocaine, powder
cocaine, and marijuana in the vicinity of 213th Street and Dekalb
Avenue in the Bronx. On several occasions, narcotics were sold
to undercover officers and confidential informants. One of the
defendants, DAKWAN EDWARDS, is alleged to have been in possession
of a sawed-off shotgun, as well as quantities of both cocaine and
marijuana.
In addition to selling drugs, the Dekalb Avenue Crew
robbed or attempted to rob individuals they believed to be in
possession of drugs and drug proceeds. Nine robberies were
committed at gunpoint, during six of which victims were shot or
shot at, and during two of which victims were restrained.
Members of the Dekalb Avenue Crew also committed or threatened
other acts of violence, including the murder of four individuals,
to preserve and protect the power of the organization. For
example:
On August 23, 2000, HISAN LEE and DELROY LEE planned to
rob an individual whom they believed to be a drug dealer, of
drugs and drug proceeds. During the course of the robbery, which
occurred in the Bronx, HISAN LEE and DELROY LEE kidnaped and
eventually murdered the individual.

On July 25, 2003, HISAN LEE and HIBAH LEE robbed
another individual in the Bronx, whom they suspected to be a drug
dealer, of several pounds of marijuana, and, in the course of
that robbery, murdered him.

In March 2005, HISAN LEE and DELROY LEE discussed plans
to rob another suspected drug dealer, and, on April 1, 2005,
SELBOURNE WAITE and DELROY LEE robbed the victim of narcotics
proceeds and murdered the victim.
On March 21, 2006, ANDRE DAVIDSON attempted to rob
another suspected drug dealer, and, in the course of that
attempted robbery, murdered him.
In total, HISAN LEE, HIBAH LEE, DELROY LEE, SELBOURNE
WAITE, and ANDRE DAVIDSON are charged with committing murder in
aid of racketeering for four separate murders. The Indictment
further charges BOBBY SAUNDERS, BOBBY MOORE, JR., HISAN LEE,
HIBAH LEE, ANDRE DAVIDSON, SELBOURNE WAITE, DELROY LEE, ROBERT
MORRISON, LEVAR GAYLE, and MARK HART with conspiring to commit
robberies of individuals they believed to be in possession of
narcotics and narcotics proceeds, and other individuals engaged
in commercial activities, including a construction company.
The Indictment also charges fourteen separate firearms
offenses in connection with the murders, robberies, attempted
robberies, and narcotics trafficking offenses.

Specifically, BOBBY SAUNDERS, CARMEN MOORE, BOBBY MOORE, JR., TYRONE MOORE, HISAN LEE, HIBAH LEE, ANDRE DAVIDSON, SELBOURNE WAITE, DELROY
LEE, DAKWAN EDWARDS, MARQUISH JONES, AARON BIRCH, and JERMELL
FALZONE, are each charged with using and carrying a firearm
during and in relation to a drug trafficking crime. BOBBY MOORE,
JR., HISAN LEE, HIBAH LEE, ANDRE DAVIDSON, SELBOURNE WAITE,
DELROY LEE, ROBERT MORRISON, and LEVAR GAYLE are further charged
with using and carrying firearms in connection with the charged
murders, robberies, and attempted robberies. DELROY LEE is also
charged with being a felon in possession of a firearm.
The Government is seeking to forfeit at least $5
million, which represents the gross proceeds received by the
DeKalb Avenue Crew pursuant to their racketeering and other
criminal activities.

The defendants are scheduled to be arraigned in
Manhattan federal court by United States District Judge BARBARA
S. JONES at 3 p.m. today.
Mr. GARCIA praised the outstanding work of the Bureau
of Alcohol, Tobacco, Firearms, and Explosives; the Department of
Homeland Security’s U.S. Immigration and Customs Enforcement; and
the New York City Police Department for their work in this
investigation.

and MICHAEL Q. ENGLISH are in charge of the prosecution.
The charges contained in the Indictment are merely
accusations and the defendants are presumed innocent unless and
until proven guilty.
