May 28, 2004 – LAWFUEL – Federal charges have been filed against eight federal prisoners who allegedly took part in a June 2003 riot at the high-security federal penitentiary in Lompoc, California.
The riot began when inmates attacked a group of staff members, and the incident escalated into an attempted takeover of one of the prison’s housing units. A total of 28 staff members – including correctional officers, food employees and a chaplain – were injured during the riot, and 12 were taken to local hospitals for treatment. The rioting inmates caused more than $20,000 of property damage.
A federal grand jury in Los Angeles yesterday indicted the eight prisoners on charges of rioting, assaulting federal officers and destruction of federal property. Those charged are:
* Juan Perez Garcia, aka “Topo,” 43, formerly of Los Angeles, who is currently serving a 210-month sentence for RICO and narcotics conspiracies;
* Allen Lee Bryson, aka “Gato,” 29, a former Oregon resident, who is currently serving a 46-month sentence for being a felon in possession of a firearm;
* Ontoniel Carrillo-Lara, 37, a citizen of Mexico, who at the time of the riot was serving a two-year sentence for illegally entering the United States;
* Jared Michael Cunningham, aka “Travieso,” 24, a former Washington state resident, who is currently serving a 70-month sentence for bank robbery;
* Raul Melendez, 23, formerly of Rialto, California, who is currently serving a 46-month sentence for being a felon in possession of a firearm;
* Juan Manuel Muro-Inclan, aka “Lil Man,” 40, a citizen of Mexico, who is currently serving a 77-month sentence for re-entering the United States after deportation;
* Dean John Perri, aka “Weasel,” 34, a former Oregon resident, who is currently serving a 63-month sentence for being a felon in possession of a firearm; and
* Roberto Rosilio-Jauregui, aka “Dreamer,” 31, a citizen of Mexico, who is currently serving a 57-month sentence for re-entering the United States after deportation.
* All of the defendants have been moved to other facilities operated by the United States Bureau of Prisons. They will all be brought to Los Angeles in the coming weeks to face the charges contained in this week’s indictment.
* The charge of assault on a federal officer carries a potential penalty of 20 years in prison if the assault resulted in bodily injury, which is alleged in at least one count against each defendant except for Cunningham. The charge of rioting in a federal penal facility carries a statutory maximum penalty of 10 years in federal prison. The charge of destruction of federal property in excess of $1,000 carries a maximum statutory penalty of 10 years in federal prison.
