Four Attorneys Bring Over a Century of Experience to Growing Environmental Practice
WASHINGTON, D.C. — Kilpatrick Stockton LLP announced today the addition of four leading environmental attorneys to its practice in Washington, D.C. — Gary Baise, Alexander Bullock, Stewart Fried and Anson Keller. The Washington team brings more than a century of environmental capability and expertise.

Gary Baise’s prestigious career in the public and private sector began in the Department of Justice (DOJ) as a trial attorney and special assistant in the Civil Division. In 1970, Mr. Baise became the first Chief of Staff to the first U.S. Environmental Protection Agency (EPA) Administrator, Bill Ruckelshaus. In 1972, he received the Arthur S. Fleming Award as one of the ten Outstanding Young Americans in Federal Service. Beginning in 1973, Mr. Baise was Executive Assistant to the Acting Director of the Federal Bureau of Investigation (FBI) and later became Associate Deputy Attorney General for the DOJ. From October 1973 through April 1974, he also served as the DOJ’s Acting Deputy Attorney General.
In private practice, Mr. Baise was a founding partner of a Washington law firm in which Mr. Ruckelshaus was the lead name partner. He has represented major industrial, commercial, and state government clients including port authorities, housing and commercial developers, municipalities, a shipbuilder and clients in the pulp and paper, pharmaceutical, steel, farm and construction equipment and chemical industries. He has also served as a Corporate Officer and Vice President for External Affairs for a Fortune 500 company.
Mr. Baise is a past Chair of the State Air Control Board and Vice-President of the State Water Control Board for the Commonwealth of Virginia. He recently concluded a term on and continues to provide advice to the Board of Directors of the Ocean Spray Cranberry Cooperative. Other board memberships include the Alliance for the Chesapeake Bay Foundation, the Farm Foundation and the Illinois Agricultural Leadership Foundation.
A sought-after author and speaker on environmental issues, Mr. Baise has published over 20 articles in leading trade, legal and business publications. He graduated from Indiana University (J.D.) and Western Illinois University (B.S.). He has bar admissions in the District of Columbia, Indiana, the U.S. Supreme Court and various U.S. District and Circuit Courts.
Alexander Bullock focuses his practice on environmental litigation. Mr. Bullock has extensive experience in all aspects of federal and state litigation, including Clean Water Act cases, environmental personal injury actions, environmental property damage claims, professional liability (defense) actions, commercial litigation, and personal injury claims. He is a past member of the Defense Research Institute’s Young Lawyers Board, and has served as Executive Articles

Mr. Bullock graduated from George Washington University, Environmental and International Law (L.L.M.), University of South Carolina (J.D.) and Furman University (B.A.). He has bar admissions in the District of Columbia, Georgia, North Carolina and South Carolina.
Stewart Fried devotes his practice to litigation and dispute resolution matters, with an emphasis on the areas of commercial, environmental, personal injury, appellate employment discrimination, and government contracts litigation. Mr. Fried has represented clients in matters concerning international and domestic contract disputes; violation of federal and state law prohibiting employment discrimination; violations of ERISA, the Fair Labor Standards Act, the Family and Medical Leave Act; injuries related to asbestos and chemical exposure; and matters concerning federal and state environmental laws.
Mr. Fried graduated from the University of Miami School of Law (J.D.) cum laude and Johns Hopkins University (B.A). He has bar admissions in the District of Columbia, Florida, U.S. Supreme Court and various U.S. District and Circuit Courts.
Anson Keller — well-known for success the past two decades litigating Clean Water Act cases – has led an esteemed career in both private and public arenas. Mr. Keller’s diverse and international practice includes the areas of environmental, occupational and defamation law. He has represented plaintiffs in an action against the Republic of Kazakhstan and he recently defended the United States in a case concerning investment of foreign aid to Bulgaria. Moreover, he conducted civil rights investigations for over 10 years at the EPA and Federal Deposit Insurance Corporation (FDIC).
From 1972-1975, Mr. Keller served as Associate General Counsel for Pesticides, Toxic Substances & Solid Waste Management at the EPA where he supervised all general counsel work in this area. From 1975-1980, he was Special Assistant for Legal Affairs and Regulatory Policy for the Occupational Safety and Health Administration (OSHA). Mr. Keller was responsible for legal and policy advice on all aspects of health and safety regulation, including risk assessment, cost-benefit analysis, and alternative regulatory approaches.
Mr. Keller graduated from the University of Michigan (J.D.) and Brown University (A.B.). He has bar admissions in the District of Columbia and New York.
Jeff Zimmerman’s practice covers the complete spectrum of environmental matters including air, water and waste management, compliance and enforcement issues. His 30+ years of experience includes seven years of government service in the environmental division of the U.S. Department of Justice, a decade as environmental compliance counsel in the petroleum, petrochemical, and mining industry, and 15 years handling a wide range of issues for clients in private practice.
Mr. Zimmerman graduated from George Washington University (J.D.) and Amherst College (B.A. physics). He has bar admissions in the District of Columbia, the U.S. Supreme Court, the United States Courts of Appeals for the District of Columbia Circuit and the First through Tenth Circuits, and the United States District Court for the District of Columbia. He is an active member of the Environmental Litigation Committee of the ABA and a frequent speaker on environmental issues.
