New Partners Strengthen the Firm’s Capabilities in Government Enforcement, Commercial Litigation, and the Innovative Technology Sector
Foley & Lardner LLP announced today that it has strengthened its East Coast presence with the addition of three partners to its Litigation Department. Kenneth Breen and Phara Guberman join the firm’s Government Enforcement & Defense Investigations (GEDI) Practice Group and Innovative Technology Sector in New York, while Joseph Dowdy joins the firm’s Commercial Litigation Practice in Raleigh, North Carolina.

Breen and Guberman come to Foley from Cadwalader, Wickersham & Taft, bringing significant experience in white collar defense, government and internal investigations, and complex commercial litigation. They advise clients across a range of industries on matters involving securities and commodities enforcement, anti-corruption, and emerging technologies, and have represented clients before key U.S. and international regulatory and enforcement agencies.

Dowdy joins from Kilpatrick Townsend & Stockton and brings extensive experience in complex commercial litigation, class actions, and government and constitutional disputes. He advises clients across multiple sectors, including technology and research, energy, real estate, financial services, and consumer and retail, representing companies in high-stakes disputes in state and federal courts, arbitrations, and administrative proceedings. At Foley, he will also continue to lead a discussion series focused on problem-solving strategies for legal and business leaders.

Kenneth Breen – Government Enforcement & Defense Investigations, New York
Breen represents companies and executives in high-stakes matters involving government enforcement, internal investigations, and complex legal issues. His practice covers areas such as securities fraud, health care fraud, anti-corruption, and cryptocurrency. Breen regularly represents clients in court and before the U.S. DOJ, the SEC, FINRA, the CFTC, and State Attorneys General. Prior to joining private practice, he served as deputy chief of the Business and Securities Fraud Section at the U.S. Attorney’s Office for the Eastern District of New York.
Phara Guberman – Government Enforcement & Defense Investigations, New York
Guberman is a seasoned trial attorney with a practice focused on white collar criminal defense, government and internal investigations, complex civil litigation, and regulatory compliance. She has extensive experience handling cases involving corporate fraud, securities fraud, insider trading, misappropriation of trade secrets, cybersecurity, and money laundering. Guberman represents clients before the U.S. DOJ, the SEC, FINRA, the Federal Reserve, State Attorneys General, and other regulators. She also has significant experience in high-stakes commercial litigation and arbitration.
Joseph Dowdy – Commercial Litigation, Raleigh
Dowdy is a litigation, trial, and appellate attorney with a national practice representing businesses in complex matters in state and federal courts, arbitrations, and administrative proceedings. He handles commercial cases, class actions, challenges to government action, real property matters, and financial services litigation. He has extensive experience with matters involving contract disputes and business torts, renewable energy contracts and financing, retailer and franchise relationships, trade secrets, corporate formation and governance, and claims by consumers and State Attorneys General. In addition to his litigation work, he advises business leaders on compliance, transactional matters, and negotiation strategy.
