11 October 2004 LAWFUEL – Law, attorney, legal, law firm newsDLA has further expanded its Cologne office with the appointment of project finance partner Dr. Frank Roth. Prior to joining DLA, Frank spent five years at Lovells and worked in the firm’s Munich, Prague, London and, more recently, Berlin offices. He is now a well-known figure in the emerging infrastructure and project finance market in Germany.

Frank’s experience includes toll road projects, PPP in the defence and public accommodations sector, as well as plant engineering and construction. He also specialises in the drafting of concession and other project agreements, European procurement law and defends bidders against violations of their rights in procurement review procedures.

This is a significant appointment for DLA’s Cologne office, which opened last month, and adds project finance capability to previously established practice areas of real estate, banking and finance.

Infrastructure and project finance is also one of DLA’s core strengths and the firm has an established capability in France, Germany, Hungary, the Netherlands and Spain. The UK team expanded recently with the appointment of two partners and two associates and the Cologne office will also look to develop the practice with additional hires in the future.
Frank Roth will officially join DLA’s Cologne office on 1 January 2005.

Dr Ulrich Jüngst, Regional Managing Partner, DLA Germany said: “PPP/project finance is one of the strongest practice areas within DLA. I am delighted to have appointed such an experienced and respected colleague in this area, which is still emerging in Germany but nevertheless growing strongly.”
