Perlman has joined the firm as a partner in the Energy Markets and Regulatory Group. He resides in the Washington, D.C. office.
Mr. Perlman joins Dewey Ballantine from the Federal Energy Regulatory
Commission (FERC), where he was senior legal advisor in the Office of General
Counsel addressing, among other things, the oversight of competitive markets.
Previously, he was chief energy counsel for Constellation Energy Group (CEG),
a Fortune 500 company and leading competitive supplier of wholesale and retail
Many of Mr. Perlman’s activities at FERC related to issues concerning the
intersection of competitive markets and regulation. Specifically, he led the
Commission’s effort to develop and implement “behavioral rules” for electric
and gas sellers. Mr. Perlman also played a key role in FERC’s institution of
policies to improve the level and quality of price index reporting and price
transparency in gas and electric markets. He also co-led FERC’s initiative to
revise its methodology for assessing generation market power which is critical
to determining when wholesale sellers of power may transact at market-based
rates rather than regulated, cost-based rates.

Prior to joining FERC, Mr. Perlman held senior management roles with CEG
and its affiliates, including general counsel of its merchant energy
activities and most recently as chief energy counsel of CEG. In this role, he
was responsible for providing advice on managing legal, regulatory and
commercial issues related to the company’s unregulated and regulated energy
business lines, including mergers and acquisitions. He was also a part of the
management team responsible for the start-up and successful operation of CEG’s
energy marketing and origination business.
Mr. Perlman served as co-chair of the industry group that developed the
EEI/NEMA Master Power Purchase & Sale Agreement — a standard contract for
electricity trading in the United States.

Mr. Perlman earned his B.A. in Government and Politics from the University
of Maryland and his J.D. from the University of Baltimore.
