Baker & McKenzie is pleased to announce that Mark D. Menefee, former director of the Office of Export Enforcement at the U.S. Department of Commerce’s Bureau of Industry and Security, has joined the Firm’s Washington, D.C. office as Of Counsel. The addition of Menefee will further strengthen the Global Export Compliance practice. With the international expansion of export control regimes, Baker & McKenzie’s Export Compliance practice includes a network of lawyers around the world. Menefee has worked with foreign government counterparts and is a welcome addition to this practice. He will cover a broad range of export compliance areas, including strategic counseling for global companies; development of internal compliance programs; internal investigations; assessment of merger and acquisition risks; and criminal and administrative litigation support.

Menefee served as Director of the Office of Export Enforcement for 11 years. He supervised OEE’s staff of approximately 100 criminal investigators; contributed to the strengthening of multilateral export control regimes; and led OEE’s efforts to train exporters and freight forwarders about compliance with U.S. export control laws. He received his B.A. from Trinity University in San Antonio, Texas in 1974, his M.A. from the University of North Carolina in 1977, and his J.D. from the University of Georgia School of Law in 1980. He was the Editor in Chief of the Georgia Journal of International and Comparative Law. He is admitted to the Bars of the District of Columbia and Georgia.
