Chicago – LAWFUEL – The Law News Network – Foley & Lardner LLP announced today that Charles P. Sheets joined the Firm’s Chicago office as a partner in the Health Law Department and the Health Care Business Counseling & Technology Practice Group. Sheets, 49, also is a member of a new group within the Firm’s Health Care Industry Team that brings together a diverse set of legal services to meet the needs of the long term care and senior living industries.
“Chuck’s background in government regulation and litigation for builders and operators of long term care facilities is a perfect fit for our new group of attorneys focused on the legal needs of the senior living industry,” said Jody Root, chair of the Firm’s Health Law Department. “His experience will further strengthen our existing capabilities in the field in Chicago and nationally.”
Before joining Foley & Lardner, Sheets was a partner at Winston & Strawn LLP. Sheets also served five years as the chief regulatory attorney for the Illinois Department of Public Health and two years as an attorney for the Joint Committee on Administrative Rules.

Sheets’ practice includes government regulation and litigation for builders and operators of hospitals, nursing homes, assisted living facilities and other health care providers. His health law, governmental and regulatory background includes Medicare and Medicaid certification and reimbursement disputes before the Centers for Medicare and Medicaid Services. In addition to long-term care facilities, Sheets’ clients include assisted living facilities, facilities for the mentally disabled, skilled pediatric facilities, hospitals, ambulatory surgery centers, therapy companies, health care trade associations and construction companies. Sheets also is active in pursuing legislation and rulemaking as an alternative to litigation to resolve issues for his healthcare clients.
Sheets is a member of the Illinois Healthcare Association, Wisconsin Bar Association, DuPage Country Bar Association and the America Health Lawyers Association. He also served on the Illinois Building Commission’s Health Care Facility Subcommittee and the Illinois Attorney General’s Nursing Home Advisory Council as the chairman of the Nursing Home Care Act Subcommittee.
Sheets received his law degree from the John Marshall Law School and his bachelor’s degree from the University of Illinois at Chicago.
