LONDON (November 15, 2005) – LAWFUEL – The Law News Network – Former Financial Services Authority (FSA) Senior Enforcement officials, Peter Bibby and Helen Marshall, have joined Bingham McCutchen as partners in the firm’s London office. Bibby and Marshall, together with a team of associates, will add a leading financial services regulatory practice to Bingham’s newly enlarged financial services litigation practice in the United Kingdom.
Bibby is the former Head of the Regulatory Litigation and Regulatory Enforcement department at the FSA, the single integrated financial regulator for all organizations and individuals engaging in investment business in the United Kingdom. Marshall is the former Head of the FSA’s Forensic Investigation group and head of retail stock-broking and fund management in the Enforcement division. They join Bingham McCutchen from DLA Piper Rudnick Gray Cary, where Bibby was head of the Financial Regulatory Group. Bibby and Marshall are being joined at Bingham by associates, Helen Whiteaker, Fiona Watt and Kate Williams.
Bingham McCutchen has an exceptional reputation among the securities operations of many of the leading investment banks and financial institutions in the United States for the depth and breadth of its Broker-Dealer and Investment Management practices. The addition of Bibby and Marshall to its London office furthers Bingham’s broader strategy of providing domestic and international financial institutions with a “one-stop shop” for advice on their investments, market regulation and disputes.
“The arrival of Peter and Helen to Bingham’s London office creates a synergy with our successful financial regulatory and litigation practice areas in the United States,” said Bingham Chairman Jay S. Zimmerman. “By introducing this practice into our London office, we now have particular strength in handling cross-border work in this area.”
“The addition of Peter and Helen provides our London office with one of the UK’s leading financial regulatory practices and strengthens our ability to advise Bingham’s bank, insurance company and investment fund clients on their financial regulatory issues ” added James Roome, lead partner in Bingham’s London office, noting that FSA enforcement has considerably increased in recent years in the United Kingdom, prompting a need for attorneys who are more experienced in contentious and non-contentious regulatory matters. “Regulated firms are realising that pure litigation defence skills are not necessarily the most appropriate when dealing with the FSA, the regulator with the broadest remit outside the United States.”
For Bibby and Marshall, the attraction to Bingham was its strong reputation representing the securities industry in the United States, and the prospect of building a leading financial services regulatory team in the London office.
“Bingham McCutchen’s calibre of work is well known, so I am attracted by the opportunity to help build a transatlantic financial services team that provides the best possible legal services to financial institutions in the UK and beyond,” said Bibby.
Marshall noted that in addition to Bingham’s well-regarded broker-dealer practice in the United States, its plan to grow the London office in the financial services area was an important consideration. “Bingham possesses a well established depth of expertise in this area and provides an exciting platform from which to develop our practice.” said Marshall.
