(LAWFUEL) – Henry Liu, Global Finance Partner, Will Lead Firm’s China Practice
January 15, 2009 (New York, NY & Shanghai, China) – International law firm Nixon Peabody LLP is pleased to announce that Henry H. Liu has joined the firm as Chair of the firm’s China practice playing a leadership role in the firm’s China and Asia practice. A partner in the firm’s Global Finance Group, Mr. Liu will regularly travel to China, splitting his time between the firm’s New York City and China offices.
Mr. Liu joins the firm from Heller Ehrman LLP where he played an important role in directing its China and Asia practices. Previously, Mr. Liu served as the General Counsel and Director-General at the China Securities Regulatory Commission (CSRC), China’s national regulator for securities, futures, investment fund industries and capital markets, from 1995 to 2000. During his five-year tenure at the CSRC, Mr. Liu was responsible for drafting, administering and implementing laws, regulations and policies for China’s financial and capital markets. Mr. Liu was the Head of CSRC’s National Securities Law Drafting Group and was instrumental for the enactment of China’s first National Securities Law in 1998. He also served as the Director-General (Head) of the International Department at the CSRC, responsible for international capital market financing activities and for cross-border capital markets regulatory matters. Throughout his CSRC tenure, Mr. Liu was a leading member of the board approving securities issuance and mergers & acquisitions involving Chinese companies across industry sectors.

Mr. Liu’s investment banking background has included serving as a managing director of investment banking at the U.S. and global investment banks of Donaldson, Lufkin & Jenrette (DLJ) and Credit Suisse First Boston (CSFB) in the early part of this decade. He played a key role in a variety of China and Asia-related M&A, financing and capital markets transactions. He continues to advise leading international banks and accounting firms in the China related activities.
Mr. Liu is admitted to practice law in New York and holds the Chinese practicing attorney qualifications. He is a member of the New York State Bar and the American Bar Association. Mr. Liu holds an LL.M. from Harvard and a doctorate in law from Peking University. He studied at Stanford’s JSD program and also holds an MBA from Oxford University. Mr. Liu received the Asia Star Awards from BusinessWeek as China’s national policy-maker for his role in the Asia Financial Crisis and in building China’s capital and financial markets, twice in 1998 and 1999. He received the Global Leader for Tomorrow Award from the World Economic Forum at the Global Summit in Davos in 1999. AsiaWeek (Time Inc.) recognized him as a “Nation Builder” at the 50th anniversary of the People’s Republic of China in 1999.
