PHOENIX– A federal grand jury in Phoenix returned a one count indictment on July 19, 2006, against David Frank Jennings, 30, an inmate at the Federal Correctional Institution in Phoenix, (FCI Phoenix) for First Degree Murder. The indictment alleges that on November 4, 2005, David Frank Jennings intentionally killed Earl Leslie Krugel (62), another inmate at FCI Phoenix, with malice aforethought and premeditation. A conviction for First Degree Murder carries an automatic minimum sentence of life imprisonment, a possible sentence of death, and a $250,000 fine or both.
An indictment is simply the method by which a person is charged with criminal activity and raises no inference of guilt. An individual is presumed innocent until competent evidence is presented
to a jury that establishes guilt beyond a reasonable doubt.
The investigation preceding the indictment was conducted by the Federal Bureau of Investigation and Special Investigative Agents of the Federal Bureau of Prisons. The prosecution is
being handled by Kurt M. Altman, Assistant U.S. Attorney, District of Arizona, Phoenix.
