Greenburg has joined the firm’s Washington, D.C. office as a partner in the Litigation Department. As an experienced litigator, a former Counsel to the National Commission on Terrorist Attacks Upon the United States (also known as the 9-11 Commission), and a former staff attorney in the Division of Enforcement at the US Securities and Exchange Commission (SEC), Greenburg brings specific expertise in corporate internal investigations and the defense of corporations and their officers and directors, in SEC and other regulatory investigations and in white-collar criminal investigations.
Greenburg’s practice encompasses complex transactions and a wide variety of alleged wrongdoing, including securities violations of many types, money laundering, foreign bribery, tax evasion, environmental crimes, public corruption, customs fraud, labor union corruption, and health care fraud. He joins Latham & Watkins from Winston & Strawn in Washington, D.C., where he became a partner in 2001. Earlier in his career, Greenburg served as a staff attorney at the SEC’s Division of Enforcement. In 2003-04, he served as a Counsel for the National Commission on Terrorist Attacks Upon the United States.
While at the 9-11 Commission, Greenburg investigated the financing of al Qaeda and the 9-11 terrorist attacks and the effectiveness of US efforts to identify and disrupt terrorist financing. He contributed to the Commission’s final report and is a co-author of the Commission staff’s Monograph on Terrorist Financing, which has been widely recognized as the leading publicly available study of financing al Qaeda. He also took a lead role in the Commission’s investigation of whether any persons sought to profit through securities trades in advance of the terrorist attacks. He is an expert on terrorist financing, money laundering and related homeland security matters.

Greenburg will augment the firm’s strong SEC enforcement and white collar practices, complementing partners such as William R. Baker III, a former Associate Director of the Division of Enforcement at the SEC.
