Sherry A. Quirk
Ms. Quirk concentrates in energy law, and her career has included extensive involvement in numerous regulatory, transactional, and legislative issues. She has significant experience in representing Independent System Operators, rural electric cooperatives, and municipal systems before the Federal Energy Regulatory Commission, the courts, the Department of Energy, and the Congress. She is also heavily involved in issues related to the Federal power marketing program. She received her undergraduate degree (A.B., 1976) from Mount Holyoke College and her law degree (J.D., 1982) from Washington College of Law, American University.
Regina Y. Speed-Bost
Ms. Speed-Bost concentrates in energy administrative and regulatory law. She advises electric utilities on matters related to the operation of regional transmission organizations, retail gas electric and gas competition, Open Access Transmission Tariff (OATT) operations, standards of conduct compliance, and the interplay of federal wholesale regulation and state and local retail regulations. Previously, Ms. Speed-Bost was the legal advisor for natural gas and oil pipeline matters to Commissioner William L. Massey of the Federal Energy Regulatory Commission and earlier served as both an advisory attorney in the Commission’s Office of General Counsel and as a trial attorney in the Commission’s Enforcement Division. She received her undergraduate degree (A.B., 1987) from Dartmouth College and her law degree (J.D., 1990) from the Georgetown University Law Center.
Thomas B. Ingoldsby
Mr. Ingoldsby is a transactional lawyer participating in financings of infrastructure projects for state and local governments. The financings have been in the form of tax exempt and taxable bonds, leases, and other forms of securities. He has a national reputation for his work in tax exempt lease purchase financings and in-depth knowledge of the issues and the practices in the marketplace relevant to the financing of large infrastructure projects. Before entering into private practice, Mr. Ingoldsby was a trial attorney with the Office of Chief Counsel of the Internal Revenue Service in Denver, Colorado. He received his undergraduate degree (B.A., 1967) from Brown University and his law degree (J.D., 1970) from the Duke University School of Law.
David A. Fitzgerald
Mr. Fitzgerald focuses his practice on representing electric utility clients with respect to transactional, regulatory, litigation, and legislative matters. His experience also includes six years working on Capital Hill. During that time, he was on the staff for Senator Howard M. Metzenbaum (D-OH) on the Environment and Public Works Committee and the Labor and Human Resources Committee, during consideration of the Energy Policy Act of 1992. Mr. Fitzgerald received his undergraduate degree (B.A., Political Economy, 1988) from Colorado College and his law degree (J.D., 1995) from the Columbus School of Law – Catholic University of America.
Montina M. Cole
Montina M. Cole’s practice includes both litigation and legislative initiatives, primarily with respect to electric utility regulation. She focuses on utility industry restructuring issues. Ms. Cole represents clients before the Federal Energy Regulatory Commission (FERC), the courts, local regulators and legislators on Capitol Hill. She has extensive experience with utility holding company issues, including those arising out of the Public Utility Holding Company Act of 1935 and Energy Policy Act of 2005. She also advises clients on matters including transmission open access, regional transmission organizations, utility diversification, affiliate transactions, demand response and energy efficiency. Ms. Cole previously served as Special Counsel to the General Counsel at the U.S. Department of Commerce and on the congressional staff of former U.S. Representative Jim Slattery. She received her undergraduate degree (B.A., cum laude, 1988) from Washburn University and her law degree (J.D., 1991) from the University of Virginia School of Law.
Stanley P. Wolf
Stanley P. Wolf concentrates his practice on ISO development, particularly the development of ISO-NE. He advises various participants in the electricity and natural gas and oil pipeline industries concerning the impact of regulatory measures to increase competition and restructure the industry. Mr. Wolf also has extensive experience in corporate mergers, bankruptcy issues, oil pipeline, and natural gas certificate matters. Mr. Wolf received his undergraduate degree (B.A., cum laude, 1974) from the University of Minnesota, his graduate degree (M.A., Economics, 1977) from the University of California, Los Angeles, and his law degree (J.D., 1977) from the University of California, Los Angeles – School of Law.
Robin E. Remis
Robin E. Remis represents electric power and natural gas utility clients before the Federal Energy Regulatory Commission (FERC), appellate courts and state regulatory commissions. She also advises clients on electric industry restructuring as well as matters related to the operation of ISOs and other regional transmission organizations, including market design and development. Ms. Remis negotiates energy transactions, including contracts involving traditional as well as renewable energy resources. In addition, she has assisted municipalities seeking to form municipal electric companies and has acted as co-counsel in stranded cost litigation before both state and federal agencies. Earlier in her career, she served as an attorney-advisor at the FERC’s Office of Administrative Law Judges. She received her undergraduate degree (B.A., 1991) from Union College and her law degree (J.D., cum laude, 1996) from the Columbus School of Law – Catholic University of America.
Monica M. Berry
Monica M. Berry concentrates her practice on energy regulation and litigation. Earlier in her career, she was an attorney-adviser to the Honorable Carmen A. Cintron and the Honorable William J. Cowan at the Federal Energy Regulatory Commission (FERC). Her prior experience also includes a brief tenure at a Japanese law firm and at an American investment bank in Tokyo, Japan. Ms. Berry’s illustrative representations include a client before the FERC in its design and implementation of a locational installed capacity market in New England. She received her undergraduate degree (B.A., cum laude, 1998) from the University of South Florida, her graduate degree (M.S., 1999) from the London School of Economics and Political Science, and her law degree (J.D., 2002) from the Boston University School of Law.
Christopher E. Eckl
Christopher E. Eckl is a legislative affairs specialist who has served as a Washington Representative for the Tennessee Valley Authority and as a government relations representative for the American Public Power Association, a national association of municipally owner electric systems. He worked as a news reporter on daily newspapers in Northern Alabama and at the Associated Press, Atlanta Bureau, before joining the TVA Information Office. He received his undergraduate degree (B.A., Journalism, 1956) from the University of Notre Dame.
