WASHINGTON, DC – J. David Fielder, a 10-year U.S. Securities and Exchange Commission enforcement attorney who led key parts of the government’s case against Enron, has joined the Haynes and Boone, LLP Washington, D.C. office as partner.

“David’s rich SEC experience and deep knowledge of regulatory law wonderfully complements the growing talent base in our Washington office,” said Ron Breaux, who oversees the Haynes and Boone who oversees the White Collar, Antitrust and Securities Litigation practice. “We are proud to welcome him as a new partner. Mr. Fielder will concentrate on securities law matters including SEC enforcement investigations, regulatory compliance matters, investment company and investment adviser matters and white collar criminal defense matters related to securities law investigations.
Prior to joining the firm, he served as a branch chief in the SEC’s Division of Enforcement, advisor to the director of the Division of Investment Management and counsel to the SEC chairman. For his work on Enron matters, Mr. Fielder and others who investigated Enron received the Chairman’s Award for Excellence. He also received two Enforcement Division Director Awards for his work as Branch Chief.
While at the SEC Division of Enforcement, Mr. Fielder’s experience included the investigation of several complex structured finance transactions as a member of the Enron investigative team. He led the investigations of two financial institutions for aiding and abetting Enron’s fraud, which resulted in $135 million and $120 million settlements. He also supervised multiple investigations of public companies for possible backdating of options grants, and brought the first SEC-settled action against a CEO for that practice.
Before his SEC career, Mr. Fielder served as special assistant counsel to the President of the United States and was in private practice representing clients in white collar criminal defense and complex commercial litigation matters.
He received his B.A. magna cum laude from Washington University in 1987, a master’s in hydrogeology/environmental geology from Pennsylvania State University in 1989, and his J.D. from the University of Michigan in 1992.
