Coulter, former Senior Vice President for International Trade and General Counsel of COMSAT International Communications and a partner in the Firm’s Washington, DC office, has been appointed chair of the Firm’s Global Technology, Media and Telecommunications (“TMT”) Practice.
The Practice encompasses attorneys throughout Coudert’s 27 offices in 18 countries, and it includes regional TMT hubs in the London, Tokyo, Brussels, Moscow, Washington and Beijing offices.

Mr. Coulter came to Coudert in 1998 with extensive experience as a communications counsel, most recently with former U.S. Senator and Chief of Staff to President Reagan, Howard H. Baker, and with former Justice Department Attorney General, David P. Buckson. He has also served as Chairman of the International Committee of the Federal Communications Bar Association (FCBA), as head of the telecommunications practice group of one of the largest law firms in the Southeast U.S., and as a Legal Advisor to the State Department and to the major U.S. long distance companies.
