Arch Galloway, Michael Rishling and Tara Chapman have joined the firm’s Washington, DC office.

Arch Galloway is joining Kilpatrick Stockton as a Director of Government Relations, Kilpatrick Stockton’s equivalent of conferring partner status to its professional staff. Mr. Galloway spent the past 10 years as a senior defense policy advisor to Senator Jeff Sessions (R, Alabama) a member of the U.S. Senate Armed Services Committee. He worked closely with Administration officials, top Pentagon officials, and both Democratic and Republican members and staff in Congress. Mr. Galloway’s experience includes working on defense and Congressional authorization and appropriation budgets and bills. Before working with Senator Sessions, he spent over 28 years as a combat arms officer in the U.S. Army, and retired as a Lieutenant Colonel. Mr. Galloway served in the Army’s United States Senate Liaison Division prior to retiring. He earned his A.B. from the College of William and Mary, a Masters Degree in Public Administration from Central Michigan University, and a second Masters in Military Art and Science from the School of Advanced Military Science, Army Command and General Staff College.
Michael Rishling is joining Kilpatrick Stockton as a Director of Government Relations. Mr. Rishling has over 20 years of international experience as an intelligence officer with the Central Intelligence Agency (CIA) where he received numerous awards and commendations, and held senior level positions, including as a Station Chief in Europe. Prior to working with the CIA, he served in the U.S. Marine Corps for nearly five years. Mr. Rishling speaks fluent Korean and earned his B.A. and Juris Doctorate from the University of Idaho.
Tara Chapman is joining Kilpatrick Stockton as a Government Relations Advisor. Ms. Chapman spent four years with the Central Intelligence Agency, including work negotiating classified contracts with private sector companies doing business with the intelligence and defense agencies. She earned her B.A. from Duke University
The additions of Mr. Galloway, Mr. Rishling and Ms. Chapman comes just three months after Kilpatrick Stockton announced that John Howell joined the firm as Director for Government Affairs within the Government Relations practice group. Mr. Howell brought nearly two decades of government experience to the firm’s Washington, DC office, including almost a decade of work as an intelligence officer with the CIA. His primary focus is working with companies in the defense and intelligence arenas, as well as with other companies engaged in international business.
