WASHINGTON, Feb. 4, 2005 – LAWFUEL – The Law News Network – Strategic Management Systems, Inc. made a major addition to its team today by announcing
Mike Mangano has joined the firm as Vice President. Mike retired from the U.S. Department of Health and Human Services, where he served in the last two years as the Deputy Assistant Secretary for Management (Administration on Aging), responsible for financial management, human resources, information technology, grants, and administration. In the eight years prior, he was Principal Deputy Inspector General (IG), as well as Acting IG where he directed the day-to-day operations of a staff of over 1,600 auditors, evaluators, and investigators.
He was instrumental in developing and promoting the OIG compliance guidance to the healthcare industry. He played a major role in oversight of Medicare contractor integrity and reimbursement issues. He oversaw reviews, audits, and reports that provided the Secretary and program heads with objective and independent findings and recommendations to improve program efficiency and effectiveness, and investigations that prevented and detected fraud and abuse. He held a number of other important positions within the OIG over his 25 years there. He regularly testified before Congress and was frequently interviewed by radio, television, and print media.
“Everyone in the Washington, DC area wanted Mike. We are ecstatic he chose our firm,” said Richard Kusserow, SMSInc President. “I’ve known and worked with Mike since 1981, when I became the Inspector General and he headed what became the Office of Evaluation and Inspection. For nearly twelve years we worked closely on a daily basis and became both professional and personal friends. He will be reuniting with a number of his old colleagues from the OIG and CMS. We all are delighted to have the opportunity to be working with him again.”
Dave Butler, SMSInc COO and former Deputy Director for Operations and Resource Management at CMS, noted, “I worked with Mike for many years when he was Assistant IG and later as the Deputy while I was responsible for Medicare and Medicaid management issues. I was always impressed by his competence and professionalism. He will bring to the firm a great reservoir of knowledge and experience with government regulatory and management issues.”
Mike has been honored as the recipient of the President’s Distinguished and Meritorious Rank Awards and has authored a dozen journal articles on the topics of Inspector Generals, evaluation, and management. He is a graduate of Villanova University with post-graduate work at the University of Maryland.
