DLA Piper – Thomas Dombrowsky named to NTIA Commerce Spectrum Management Advisory Committee

April 26, 2019 – DLA Piper is pleased to announce that Thomas Dombrowsky, a senior engineering advisor in the firm’s Telecom practice in Washington, DC, has been named to the Commerce Spectrum Management Advisory Committee (CSMAC) of the US Department of Commerce’s National Telecommunications and Information Administration.

The committee, which includes 30 members who serve two-year terms, provides advice on a range of spectrum policy and technical issues and is an important forum for developing recommendations aimed at strengthening US global leadership in wireless technology services. The committee will be working on issues related to the growing demand for spectrum to support 5G technologies, as well as ensuring continued access to spectrum for critical federal government, defense and national security missions.

Dombrowsky is an engineer who has extensive experience with the allocation and licensing of the electromagnetic spectrum. He has worked with all levels of the federal government, including the Federal Communications Commission, NTIA and the Department of Defense, in aiding clients to understand technical issues relating to the use of spectrum for wireless services.

He has also advised clients on the technical and policy implications of 5G (next generation mobile), the Internet of Things (IoT), and the reallocation of broadcast television spectrum to mobile providers. Dombrowsky assists clients before the FCC and NTIA on net neutrality and open internet network technical requirements for wireless networks as well as licensing of new technology. He also has provided advice on enhanced 911, equipment certification, unlicensed services such as Wi-Fi and LTE-U/LAA, and other technical and policy matters.
